## Plot

After the devastating 2023 earthquake, Sama, a Syrian-British aid auditor, arrives in Damascus to oversee donor-funded relief work. To move aid in war-torn Syria, she needs permissions, partners and reports. Every one of them passes through the First Lady's network, where help, access and loyalty are tied together. Sama learns how Emma Akhras, the London investment banker, built concentrated power no title gave her — and how the woman who once wanted to reform the system became its operator. Sama came to keep aid moving. Soon she is protecting the system she was sent to check.
