# 90-day operating plan for Cultshot Qatar

This plan treats incorporation as one workstream inside a larger founder agenda: legal structure, commercial traction, Qatar ecosystem, product packaging, and credibility.

## North star for the next 90 days

By the end of 90 days, Cultshot should have:

1. a clear decision on Qatar entity structure;
2. MCQ/QFC eligibility confirmed;
3. incorporation either submitted or completed;
4. a clean company profile and activity description;
5. current international work protected and not disrupted;
6. at least one Qatar/MENA ecosystem path opened;
7. productized offers clear enough to sell repeatedly.

## Workstreams

### Workstream 1 — MCQ / incorporation

Goal: secure the right license path without overcommitting IP or structure prematurely.

### Workstream 2 — legal / IP / contracts

Goal: protect core tooling, client materials, and project-specific model rights.

### Workstream 3 — commercial packaging

Goal: turn custom work into repeatable productized offers.

### Workstream 4 — Qatar ecosystem

Goal: make Qatar strategically useful beyond a license.

### Workstream 5 — operating infrastructure

Goal: prepare banking, accounting, compute, compliance, and delivery processes.

## Phase 1: Days 0–14 — sharpen and validate

### Founder decisions

- Decide the preferred public framing:
  - “rights-first AI production technology” should be primary.
  - “generative AI toolset” can be secondary.
- Decide what can be named externally:
  - Banijay?
  - Totally Spies?
  - IIW / Image In Work?
  - The Project?
- Confirm Aya’s role language:
  - co-founder;
  - Qatar partner;
  - advisor;
  - founding producer.
- Decide whether the intended entity name is:
  - Cultshot LLC;
  - Cultshot Media Technologies LLC;
  - Cultscale/Cultshot branch/subsidiary;
  - another name.

### MCQ steps

- Send Roza availability and the refined company profile.
- Hold online meeting.
- Ask for:
  - eligibility;
  - activity codes;
  - current fees;
  - documents;
  - timeline;
  - incentives;
  - fast-track;
  - introductions.
- Confirm whether to submit QFC form before or after receiving her activity guidance.

### Legal/tax pre-work

- Ask counsel/accountant to compare:
  - new Qatar company;
  - branch/subsidiary of Cultscale LLC;
  - Qatar operating company licensing IP from Cultscale LLC.
- Define basic IP architecture:
  - pre-existing tools and know-how;
  - client-specific materials;
  - client-specific model weights;
  - Qatar entity rights to use tools;
  - revenue flows.

### Commercial work

- Convert current offers into three clean packages:
  1. Franchise/keyframe model package.
  2. AI production-readiness audit.
  3. Visual-bible/dataset package.
- Create one-page descriptions and pricing bands.

### Output by day 14

- Roza call completed or scheduled.
- Updated company profile ready.
- Entity structure options documented.
- Productized offer skeletons drafted.
- Redaction policy decided.

## Phase 2: Days 15–30 — choose the path and prepare submission

### MCQ / QFC

- If Roza confirms fit, prepare QFC initial application.
- Use confirmed activity language.
- Use MCQ-required opening phrase in description if still required:
  - “establishing a company under Media City Qatar”
- Prepare documents:
  - founder passports/IDs;
  - bios/CVs;
  - company profile;
  - ownership chart;
  - projected revenue ranges;
  - capital plan;
  - existing company documents if needed;
  - proof of commercial traction if helpful and allowed.
- Submit form when ready.
- Save reference code and send to Roza with proposed company name.

### Legal / IP

- Draft or request:
  - intercompany license template if using Cultscale IP;
  - standard client SOW template for Qatar entity;
  - data/material handling policy;
  - model ownership schedule;
  - confidentiality and security addendum.

### Commercial

- Complete productized offer docs.
- Define target list:
  - 10 international rights holders / VFX partners;
  - 10 Qatar/MENA media or institutional targets;
  - 5 potential strategic partners.
- Prepare redacted case study from current work:
  - “major European animation franchise” version;
  - “named client” version for private conversations if allowed.

### Qatar ecosystem

- Ask Roza for introductions to:
  - MCQ ecosystem lead;
  - relevant production/post-production companies;
  - broadcaster or archive stakeholders;
  - innovation/AI support programs;
  - DFI-adjacent or cultural/education partners, where appropriate.

### Output by day 30

- Entity path selected, or final decision blocked only by specific legal answer.
- QFC form ready or submitted.
- Product offers drafted.
- Legal structure work started.
- First Qatar ecosystem introductions requested.

## Phase 3: Days 31–60 — convert setup into leverage

### MCQ / incorporation

- Respond to QFC/MCQ follow-up requests.
- Track each requested document and deadline.
- Clarify annual reporting/compliance obligations.
- Begin banking prep if incorporation is likely.

### Legal / operations

- Finalize operating policies:
  - client material intake;
  - rights confirmation checklist;
  - no-public-AI upload policy;
  - project segregation policy;
  - deletion/retention policy;
  - provenance note template.
- Build internal standard operating procedure for new projects.

### Commercial

- Use Qatar story in outreach carefully:
  - “establishing a media-tech base under Media City Qatar” only once credible/confirmed.
- Continue current SOW delivery without waiting for Qatar paperwork.
- Pursue 1–2 additional scoped projects.
- Identify one project that can become a public case study.

### Qatar ecosystem

- Pitch one practical local initiative:

**Option A: Rights-first AI production workshop**

- Audience: producers, VFX/post houses, cultural institutions, rights holders.
- Topic: how to use AI on owned/authorised media assets without rights chaos.

**Option B: Archive activation pilot**

- Use a small authorised archive or project library to demonstrate visual-bible extraction, metadata tagging, and controlled generation.

**Option C: Qatari short/series development assist**

- Use Cultshot for visual bible, shot concepts, or marketing materials for a local project.

### Output by day 60

- MCQ process actively moving.
- Compliance/rights workflow documented.
- At least one Qatar ecosystem opportunity scoped.
- At least one new commercial lead/proposal in progress.

## Phase 4: Days 61–90 — institutionalize and scale

### Incorporation

- Complete license if possible.
- If not complete, have written timeline and blockers.
- Prepare banking/accounting setup.
- Decide when new contracts move from Cultscale LLC to the Qatar entity.

### Governance

- Put in place:
  - shareholder agreement or founder agreement;
  - IP license between Cultscale and Qatar entity if needed;
  - authority matrix for signing contracts;
  - accounting/tax workflow;
  - expense and procurement process.

### Commercial

- Convert founder-led sales into a repeatable pipeline:
  - target segments;
  - offer docs;
  - pricing bands;
  - qualification questions;
  - standard proposal/SOW;
  - standard security/provenance annex.

### Qatar positioning

- If MCQ is supportive, propose a joint-facing initiative:
  - “Rights-First AI Production Lab”;
  - “AI for Media Provenance Workshop”;
  - “AI Production Readiness for Qatari Producers.”

Do not overbuild. One credible pilot is better than a big unfunded vision deck.

### Output by day 90

- Qatar incorporation either completed or ready with remaining blockers known.
- Clean legal/IP operating model.
- Repeatable commercial offers.
- First Qatar ecosystem pilot/workshop path.
- Clear decision on whether Qatar is strategic enough to keep investing founder time.

## Metrics to track

### Incorporation metrics

- Days from Roza call to QFC submission.
- Days from submission to response.
- Number of unresolved document requests.
- Confirmed activity/activity codes.
- Confirmed fees and incentives.

### Commercial metrics

- Paid SOWs signed.
- Qualified leads.
- Proposal conversion rate.
- Average project fee.
- Add-on/expansion rate.
- Repeat customer interest.

### Strategic metrics

- Number of useful MCQ introductions.
- Number of Qatar/MENA pilots scoped.
- Institutional interest.
- Ability to mention MCQ/Qatar in sales narrative.
- Whether Qatar lowers friction or adds bureaucracy.

## Decision gate at day 90

Ask:

1. Did MCQ materially help beyond registration?
2. Are there real ecosystem introductions or just paperwork?
3. Are incentives/support meaningful?
4. Is the entity structure clean and not harmful to IP/control?
5. Does Qatar improve customer trust or close deals?
6. Is Aya/local partnership structure clear and aligned?
7. Are the compliance obligations proportionate?

If yes, lean into Qatar as regional operating base.

If no, keep the entity minimal or pause until a clearer strategic reason emerges.
